Eighteen entities are listed. The designations fall under the same Russia sanctions regime used to target banks and oligarchs since 2022, but this is the first time it has reached a crypto exchange.<\/p><p>The designation imposes an asset freeze, trust services restrictions, director disqualification, and correspondent banking and payment-processing prohibitions. UK persons and businesses must cease all transactions with the listed entities immediately.<\/p><h2>HTX: a compliance problem that has been building for years<\/h2><p>HTX\u00a0is not a small or obscure platform. Founded in Beijing in 2013 by Leon Li as Huobi, it grew into one of Asia&#8217;s largest crypto exchanges,\u00a0<a title=\"https:\/\/en.wikipedia.org\/wiki\/HTX_(cryptocurrency_exchange)\" href=\"https:\/\/en.wikipedia.org\/wiki\/HTX_(cryptocurrency_exchange)\">accumulating 44 million registered users and over $31 trillion in cumulative trading volume<\/a>\u00a0by 2023.<\/p><p>In late 2022, Li sold his controlling stake to About Capital Management, an investment firm associated with\u00a0<a title=\"https:\/\/www.benzinga.com\/crypto\/cryptocurrency\/26\/05\/52799113\/justin-sun-full-compliance-crypto-exchange-russia-ties\" href=\"https:\/\/www.benzinga.com\/crypto\/cryptocurrency\/26\/05\/52799113\/justin-sun-full-compliance-crypto-exchange-russia-ties\">Justin Sun<\/a>, founder of the TRON blockchain. The exchange rebranded from Huobi to\u00a0HTX\u00a0in September 2023.<\/p><p>The compliance red flags predate the sanctions. In 2025, the UK&#8217;s\u00a0<a title=\"https:\/\/www.fca.org.uk\/news\/press-releases\/fca-action-against-htx-illegal-financial-promotions\" href=\"https:\/\/www.fca.org.uk\/news\/press-releases\/fca-action-against-htx-illegal-financial-promotions\">Financial Conduct Authority began legal proceedings<\/a>\u00a0against\u00a0HTX\u00a0for illegally promoting cryptoasset services to UK consumers. The\u00a0FCA\u00a0said\u00a0HTX\u00a0continued publishing financial promotions in breach of UK rules on its website, TikTok, X, Facebook, Instagram, and YouTube, even after being warned. The\u00a0FCA\u00a0asked Google and Apple to remove\u00a0HTX\u00a0from UK app stores. In October 2025, the\u00a0<a title=\"https:\/\/www.fca.org.uk\/news\/statements\/htx-huobi-legal-proceedings\" href=\"https:\/\/www.fca.org.uk\/news\/statements\/htx-huobi-legal-proceedings\">FCA\u00a0commenced High Court proceedings<\/a>\u00a0against Huobi Global S.A. in the Chancery Division.<\/p><p>Outside the UK, the\u00a0<a title=\"https:\/\/bitpinas.com\/regulation\/sec-advisory-htx-huobi\" href=\"https:\/\/bitpinas.com\/regulation\/sec-advisory-htx-huobi\">Philippine SEC issued a public advisory<\/a>\u00a0warning consumers against\u00a0HTX\u00a0due to its lack of registration. Justin Sun himself faces an\u00a0<a title=\"https:\/\/www.benzinga.com\/crypto\/cryptocurrency\/26\/05\/52799113\/justin-sun-full-compliance-crypto-exchange-russia-ties\" href=\"https:\/\/www.benzinga.com\/crypto\/cryptocurrency\/26\/05\/52799113\/justin-sun-full-compliance-crypto-exchange-russia-ties\">open SEC case in the United States<\/a>\u00a0over alleged unregistered securities sales and wash trading, filed in March 2023.<\/p><p>For compliance teams,\u00a0HTX\u00a0has been a name to watch for years. The UK sanctions designation turns &#8220;watch&#8221; into &#8220;act.&#8221;<\/p><h2>The A7 network: state-backed sanctions evasion at scale<\/h2><p>The A7 network is not a typical payments company. Founded by\u00a0<a title=\"https:\/\/www.rferl.org\/a\/russia-cryptocurrency-a7a5-ilan-shor-investigation-sanction-evasion\/33746026.html\" href=\"https:\/\/www.rferl.org\/a\/russia-cryptocurrency-a7a5-ilan-shor-investigation-sanction-evasion\/33746026.html\">Ilan Shor<\/a>, a fugitive Moldovan oligarch who obtained Russian citizenship, it operates as what the\u00a0<a title=\"https:\/\/www.info-res.org\/cir-2\/reports\/a7-abroad-sanctions-evasion-as-a-service\/\" href=\"https:\/\/www.info-res.org\/cir-2\/reports\/a7-abroad-sanctions-evasion-as-a-service\/\">Centre for Information Resilience describes<\/a>\u00a0as &#8220;sanctions evasion as a service.&#8221;<\/p><p>Russia&#8217;s state-owned defence bank\u00a0<a title=\"https:\/\/foreignpolicy.com\/2026\/03\/31\/russia-sanctions-evasion-cryptocurrency-a7a5-kyrgyzstan-exports-dual-use-technology\/\" href=\"https:\/\/foreignpolicy.com\/2026\/03\/31\/russia-sanctions-evasion-cryptocurrency-a7a5-kyrgyzstan-exports-dual-use-technology\/\">Promsvyazbank holds 49% of A7<\/a>. Vladimir Putin attended a virtual ribbon-cutting for A7&#8217;s Vladivostok branch in September 2025. The network created a ruble-pegged stablecoin called\u00a0A7A5, which can be swapped for mainstream stablecoins without identity verification, making fund flows difficult to trace back to sanctioned Russian entities.<\/p><p>The\u00a0<a title=\"https:\/\/euromaidanpress.com\/2026\/05\/26\/uk-sanctions-crypto-exchanges-and-a7-network\/\" href=\"https:\/\/euromaidanpress.com\/2026\/05\/26\/uk-sanctions-crypto-exchanges-and-a7-network\/\">UK government says A7 moved over $90B in the past year<\/a>, a sum that officials say approaches half of Russia&#8217;s annual military spending. The\u00a0<a title=\"https:\/\/www.themoscowtimes.com\/2026\/05\/26\/britain-imposes-new-sanctions-on-russian-crypto-infrastructure-a92856\" href=\"https:\/\/www.themoscowtimes.com\/2026\/05\/26\/britain-imposes-new-sanctions-on-russian-crypto-infrastructure-a92856\">Moscow Times reports<\/a>\u00a0that $39B of that was linked directly to sanctions evasion.<\/p><p>This is the infrastructure\u00a0HTX\u00a0allegedly plugged into. Any counterparty exposure to\u00a0HTX\u00a0now carries exposure to a state-backed evasion network.<\/p><h2>WhatOFSIexpects from you right now<\/h2><p>The\u00a0<a title=\"https:\/\/sanctionssearchapp.ofsi.hmtreasury.gov.uk\/\" href=\"https:\/\/sanctionssearchapp.ofsi.hmtreasury.gov.uk\/\">OFSI\u00a0Consolidated List<\/a>\u00a0already reflects the new designations. Under the Russia sanctions regulations, UK persons must freeze assets, cease transactions, and report any dealings with designated entities. That includes indirect exposure.
