OFAC designated\u00a0Nobitexunder EO 13224 for materially supporting the\u00a0Islamic Revolutionary Guard\u00a0Corps (IRGC)\u00a0and\u00a0under EO 13902 for\u00a0operating\u00a0in Iran&#8217;s financial sector.<\/p><\/li><\/ul><ul><li><p>Wallex\u00a0received 12% of all Iranian digital asset inflows in 2025\u00a0and has processed transactions linked to the IRGC.<\/p><\/li><\/ul><ul><li><p>Bitpin received 10% of Iranian digital asset inflows in 2025, and its investors have been linked to US sanctions evasion efforts.<\/p><\/li><\/ul><ul><li><p>Ramzinex, founded in Tehran in 2018, processed over $2.45B\u00a0in transactions, including transfers to IRGC-linked wallets and a government-backed financial institution.<\/p><\/li><\/ul><p>The four designated individuals are Amir Hossein Rad (chairman, co-founder, and former CEO),\u00a0Seyed Ali Khoee (current CEO),and the brothers,\u00a0Seyed Mohammad Ali Aghamir Mohammad Ali and Seyed Mohammad Aghamir Mohammad Ali.<\/p><p>The latter two,\u00a0brothers and\u00a0also co-founders, are members of the\u00a0Kharrazi family &#8211; part of Supreme Leader Khamenei\u2019s\u00a0<a href=\"https:\/\/www.reuters.com\/investigations\/one-irans-most-powerful-families-founded-its-largest-crypto-exchange-its-used-by-2026-05-01\/\" target=\"_blank\" rel=\"noreferrer noopener\">inner circle<\/a>. Crystal&#8217;s data suggests this is deliberate policy, not a coincidence:<\/p><ul><li><p>During the January 2026 internet blackout,\u00a0Nobitex\u00a0processed 77% of all Iranian exchange outflows.\u00a0$21M in USDT then moved through Canada-based\u00a0Farsi-speaking cash desks.\u00a0The pattern\u00a0is consistent with urgent capital movement during political instability\u00a0&#8211;\u00a0exactly the behavior expected from individuals with regime connections hedging against domestic uncertainty.<\/p><\/li><\/ul><ul><li><p>On February 28, the day of the US-Israeli strikes, Bitcoin accounted\u00a0for\u00a094% of Iranian exchange volume, while freezable stablecoins accounted to only 4.5%. Regime-connected\u00a0individuals\u00a0rotate into uncensored assets as pressure mounts.<\/p><\/li><\/ul><ul><li><p>In the\u00a0early stages\u00a0of the current conflict,\u00a0a notable inflow of Bitcoin was\u00a0observed\u00a0to\u00a0Nobitex,\u00a0which Crystal assessed to be a preparation against\u00a0possible action\u00a0by stablecoin issuers.Bitcoin is the asset that cannot be frozen, seized, or censored. The $21M post-blackout flow through Canadian cash desks also shows how Iranian sanctions evasion reaches into Western\u00a0jurisdictions. Crystal has separately identified\u00a0Nobitex-linked individuals\u00a0acquiring\u00a0high-value Canadian property for cash,\u00a0representing\u00a0the end state of the pipeline: Iranian assets converted into Western real estate.<\/p><p>VASPs with Canadian or UK MSB clients may carry direct, demonstrable\u00a0Nobitex\u00a0exposure. This makes Iran sanctions a live compliance obligation rather than a distant geopolitical concern.<\/p><h2>Why VASPs face immediate screening exposure<\/h2><p>OFAC&#8217;s strict liability standard means your compliance team cannot rely on intent. If your platform processed a transaction involving a designated wallet even before June 2,\u00a0you may face enforcement exposure depending on your screening practices at the time.<\/p><p>The forward-looking risk is more urgent.\u00a0Any transaction your platform processes from June 2 that touches a\u00a0Nobitex-linked wallet cluster, a\u00a0Wallex\u00a0counterparty, or a\u00a0Ramzinex-linked address creates\u00a0asanctions exposure you must remediate.<\/p><p>The scale of\u00a0Nobitex&#8217;s\u00a0activity makes incidental exposure\u00a0likely for\u00a0VASPs with Iranian user bases or broad stablecoin flows.\u00a0Nobitex\u00a0facilitated hundreds of millions of dollars in stablecoins for Iran&#8217;s Central Bank,\u00a0much of it routed through Tron and BNB Chain.
