The Foreign, Commonwealth and Development Office (FCDO) designated three crypto exchanges and two payment platforms that it suspects Russia uses to get around financial sanctions, three of them linked to Kyrgyzstan, together with the director of one of them. The same round hit two Russian oil companies, 12 shadow fleet tankers, and 17 suppliers to Russia’s military. The Office of Financial Sanctions Implementation (OFSI) also published a general licence that gives firms until November 21, 2026, to wind down dealings with one of the oil companies.

This article sets out what the UK announced, how its approach differs from the EU’s, what OFSI requires from a crypto compliance program, and what to check this week. The financial-services part is the one that reaches crypto compliance. The UK says it is sanctioning three crypto exchanges and two payment platforms that it suspects Russia uses to circumvent financial sanctions, and that two of them have processed and facilitated transactions with the A7 network. A7 is the Kremlin-backed payments network that claimed to have moved more than $90B last year.

The Sanctions Notice names the entities. Four entries cover the five platforms, one entry covers the director of one of them, and two more entries designate a Russian bank and a Russian financial-services company. The October listings add more payment rails around the same corridor: TokenSpot and Tsunami Payments list addresses in the same office tower in Bishkek.

How does the UK’s approach differ from the EU’s packages?

The EU and the UK are closing the same Russian financial channels through different instruments and at a different cadence. The EU moves in numbered packages that bundle hundreds of listings with structural measures. Its 20th package banned Russian-established crypto platforms as a sector and prohibited the A7A5 stablecoin. Its 21st package added 14 more platforms across six jurisdictions and created a power to ban crypto-asset services from an entire third country. Each package is a large, infrequent event that a compliance team can prepare for.

The UK works entity by entity. The FCDO designates when its intelligence supports a designation and updates the UK Sanctions List the same day. There is no package number to wait for and no fixed calendar: the crypto-relevant rounds came in August 2025, May 2026, and October 2026. The UK has adopted neither a sector-wide platform ban nor a third-country ban power of the EU’s kind. Its tool is the individual designation with the full set of financial restrictions attached, which is how it could reach a Canadian-registered payment business and three Kyrgyz platforms in one round without a sector rule.

Scope differs too. UK measures bind UK persons and UK-nexus transactions wherever the counterparty sits. EU measures bind EU persons and EU-connected entities. A firm licensed in an EU member state with UK clients, GBP rails, or a UK correspondent bank sits inside both perimeters at once, and compliance with one regime proves nothing about the other.

UK and EU Russia sanctions on crypto, at a glance

Dimension

UK (Russia Regulations 2019)

EU (Council packages)

Legal basis

Russia (Sanctions) (EU Exit) Regulations 2019, UK domestic law

Council regulations adopted as numbered packages

Who designates and enforces

FCDO designates and publishes the UK Sanctions List; OFSI (HM Treasury) enforces financial sanctions

EU Council adopts; member-state competent authorities enforce

Who is bound

UK persons and UK-nexus transactions

EU persons and EU-connected entities

Cadence

Rounds as intelligence develops, no fixed cycle; crypto-relevant rounds in August 2025, May 2026, and October 2026

Large packages months apart (20th in April 2026, 21st in July 2026)

Crypto-specific tools

Entity designations carrying an asset freeze, trust services and director disqualification sanctions, correspondent banking and payment-processing prohibitions, and internet services sanctions

Sector-wide ban on Russian-established platforms, named third-country platforms, A7A5 prohibition, third-country ban power

Latest round

October 8, 2026: 38 designations, including three crypto exchanges and two payment platforms (Xeltox Enterprises, listed with Cryptomus and Heleket; TokenSpot; Processing KG; Tsunami Payments)

21st package, July 2026: 14 more crypto platforms across six jurisdictions and a power to ban crypto-asset services from a third country

Where to check

UK Sanctions List (FCDO), the single UK source since January 28, 2026

EU consolidated list of financial sanctions and the package regulations

Licences and wind-down

OFSI general licences, for example INT/2026/11080040 for winding down dealings with Zarubezhneft, valid until November 21, 2026

Wind-down periods and derogations set in each package regulation, authorized by member-state competent authorities

Reporting duty

Relevant firms, including crypto-asset exchange providers and custodian wallet providers, inform OFSI as soon as practicable on knowledge or reasonable cause to suspect that a person is designated or has breached a prohibition; counsel decides what is reportable

Report to the member-state competent authority

Source: Crystal Intelligence analysis of GOV.UK, FCDO, and OFSI publications and EU Council press releases for the 20th and 21st packages, as of October 12, 2026.

What does OFSI require from a crypto compliance program?

OFSI sits inside HM Treasury and enforces UK financial sanctions. For a crypto firm that makes it a second regulator next to the FCA: the FCA supervises registration, financial promotions, and AML controls, while OFSI owns the designated-person obligations. A firm does not need FCA authorization to fall inside OFSI’s remit. If it is a UK person, the obligations apply.

Start with the list itself. The OFSI Consolidated List stopped updating on January 28, 2026, and the UK Sanctions List published by the FCDO is now the only source of UK designations. Designations made since then carry a Unique ID and no OFSI Group ID: Xeltox Enterprises, for example, is RUS3755. A screening system that still reads the old list, or keys its matches on the old identifier, has none of the October 8 names.

Two obligations carry most of the weight. The first is to freeze and stop: identify any funds or economic resources held for a designated person, freeze them, and stop dealing from the day of designation. The second is to report. Crypto-asset exchange providers and custodian wallet providers are relevant firms under the regulations, and a relevant firm must inform OFSI as soon as practicable when it knows, or has reasonable cause to suspect, that a person is a designated person or has breached a prohibition or failed to comply with an obligation under the regulations, and the information came to it in the course of its business. Where the designated person is a customer, the report also states the nature and amount of any funds or economic resources the firm holds for that customer at the time it first knew or suspected. A historical flow that touches Cryptomus or TokenSpot is a finding for counsel to assess against that test, and counsel decides what is reportable. OFSI’s guidance on reporting information to OFSI sets out the process and the form.

OFSI also issues general licences, which permit specified activities that a designation would otherwise prohibit. The licence published with this round shows how they work. General licence INT/2026/11080040 lets any person wind down or divest from transactions involving Zarubezhneft JSC or a company it owns or controls, including closing out positions, and lets UK financial institutions do what is reasonably necessary to complete that. It took effect on October 8, 2026, expires at 23:59 on November 21, 2026, and sets record-keeping requirements in the licence itself. It names only the Zarubezhneft group. No permission in it extends to the crypto platforms designated the same day, so dealings with them need a licence of their own or must stop.

Indirect exposure is where name-matching stops working. A counterparty that is absent from the list can still have routed funds through Cryptomus, an A7-linked wallet, or a platform designated in an earlier round. Whether that exposure meets OFSI’s reporting test is a question for counsel, and answering it means tracing at the wallet and entity level, with the connection shown rather than assumed. Crystal’s case study on a Russia-linked platform that hid its services from compliance teams shows the other half of the problem: platforms that split their services across channels and gate them by identity, so that a reviewer sees a different storefront from the one customers use.

Why does the A7 network stay a live risk after each designation?

A7 was built to move value for Russia after conventional channels closed. It was founded by Ilan Shor, a Moldovan oligarch who took Russian citizenship, and Russia’s state-owned defence bank Promsvyazbank holds 49% of it. A7A5, the ruble-pegged stablecoin the network issues, can be swapped for mainstream stablecoins without identity verification. The UK has worked through the network in rounds: the A7A5 infrastructure and the Grinex exchange in August 2025, A7-linked individuals in May 2026, and in October two platforms that it says processed A7 transactions. The EU prohibited A7A5 in its 20th package and added four more A7-related designations in the 21st, including the network’s links to Africa.

A designation changes an entity’s legal status and leaves its on-chain footprint intact. The wallets that held A7A5 before each round still exist, the liquidity still moves, and the operators have every incentive to open new addresses, use wrapped tokens, and route through venues that screen less carefully. Crystal’s on-chain analysis of A7A5 after the Grinex designation found a single wallet holding 94.5% of the supply, a network reorganizing rather than winding down. The October round fits that pattern: the payment rails the UK named are new, and the network they served is the same.

The listing itself stops at the legal entity. The Sanctions Notice of October 8 identifies the designated platforms by legal name, aliases, websites, registration numbers, phone numbers, and street addresses, and gives no wallet address for any of them. A firm that wants to block the on-chain side of Xeltox Enterprises or TokenSpot has to work out for itself which addresses belong to each entity, and every firm screening the same names does that work separately, from its own sources. Sanctioning bodies should publish on-chain identifiers with each designation and keep them updated as the designated entity moves to new addresses. A listing that names the entity and its wallets, and is updated as the addresses change, gives a screening system something it can act on from the day of publication.

For a compliance program, the practical consequence is that “A7” as a name on a list is the least useful form of the designation. Exposure lives in wallet-level connections to the network’s infrastructure, and those connections change. Screening that satisfies OFSI ties an address to a named entity through attribution checked against the physical world, keeps the evidence for that link, and runs again as the network moves. That is also the work an examiner will expect to see in your own data when they ask “how do you know”.

What should your compliance program do this week?

Confirm that your screening tool reads the UK Sanctions List, not the closed OFSI Consolidated List, and that it matches on the Unique ID. Then compare its last update with the list’s publication time. If your vendor refreshes in batches, the gap between an FCDO announcement and your next screen is your exposure window. Crystal Expert‘s sanctions screening updates as new designations are published, which narrows that window without a manual refresh.

Load the full listings, not only the brand names. Xeltox Enterprises is listed with Cryptomus, Heleket, and Certa Payments as name variations, and the listings carry websites, addresses, registration numbers, and Cyrillic names. Screen customers, merchants, and counterparties against all of them.

Run historical exposure checks for the five platforms and for known A7-linked addresses across your full transaction history, including any payment-processor integrations. Document what you found and the date you found it, and have counsel decide what is reportable.

Separate UK and EU obligations in your control framework, with a named owner for each regime’s list, reporting channel, and deadlines. Include OFSI general licences in the UK track: log which licence your firm relies on for any permitted activity, its conditions, and its expiry date. The Zarubezhneft wind-down licence expires at 23:59 on November 21, 2026, after which the prohibition applies in full.

Trace indirect exposure at the wallet level. A counterparty absent from the list may still carry A7 or Kyrgyz-corridor connections, and entity-level attribution with the evidence kept is the standard an OFSI inquiry will test.

Keep an audit trail for every hit: the date, the list version, the evidence, and the action taken. When OFSI asks, the answer is already written.

Frequently asked questions

Which crypto platforms did the UK sanction on October 8, 2026?

The UK Sanctions List now includes Xeltox Enterprises Ltd, listed together with Cryptomus, Heleket, and Certa Payments, and TokenSpot CJSC, OJSC Processing KG, and Tsunami Payments LLC, the last three in Bishkek, Kyrgyzstan. The UK government describes them as three crypto exchanges and two payment platforms. Ulan Bukabaev, a director of Processing KG, was designated with them.

Does this apply to crypto firms that are not based in the UK?

The obligations bind UK persons and UK-nexus transactions. If your firm has UK clients, processes GBP, or holds a UK correspondent banking relationship, assess your exposure regardless of where you are incorporated. The UK regime runs independently of the EU framework, so an EU license carries no presumption of compliance with UK sanctions law.

Is there a wind-down period for the crypto platforms?

The general licence OFSI published with the round, INT/2026/11080040, covers only Zarubezhneft JSC and the companies it owns or controls, until 23:59 on November 21, 2026. Before relying on any permission to deal with the crypto platforms, check OFSI’s current general licences and, if none covers your case, apply to OFSI for a specific licence.

Do I have to report past dealings with a newly designated entity?

The duty turns on what your firm knows or has reasonable cause to suspect. Relevant firms, which include crypto-asset exchange providers and custodian wallet providers, must inform OFSI as soon as practicable once they know, or have reasonable cause to suspect, that a person is a designated person or has breached a prohibition, where that information came to them in the course of business. If the designated person is a customer, the report includes the funds or economic resources held for that customer at the time the firm first knew or suspected. Run historical checks on designation day, record what you found and when, and have counsel decide what is reportable. OFSI’s guidance on reporting information to OFSI, on GOV.UK, describes the process.

What is the difference between UK and EU Russia sanctions on crypto?

Both regimes target the same Russian financial channels, through separate laws. The EU adopts numbered packages with structural tools: a sector-wide ban on Russian-established crypto platforms from the 20th package and a third-country ban power from the 21st. The UK designates individual entities under its own 2019 regulations as intelligence develops, and attaches the full set of financial restrictions to each designation. The lists overlap, as the A7 network shows, and each regime keeps its own list and its own reporting channel.

Where do I check UK designations now?

On the UK Sanctions List, published by the FCDO. The OFSI Consolidated List stopped updating on January 28, 2026, and designations made since then appear only on the UK Sanctions List, identified by a Unique ID.

Keeping pace with UK sanctions: what OFSI will ask you to show

The October 8 round is one more step in a pattern: the UK names the rails Russia uses as soon as its intelligence supports it, and each round moves the network to new ones. A compliance program built around EU packages needs a parallel UK track: a live feed from the UK Sanctions List with every alias loaded, historical exposure checks on designation day, a log of the general licences it relies on, and entity-level tracing for networks like A7 that keep moving after they are named. Decision intelligence for digital assets is the discipline of putting verified evidence in front of every decision an organization makes about digital assets. For a sanctions program, that evidence is what OFSI will ask to see: which list your firm checked, when, what it found, and what it did next. In Crystal Expert, each screen keeps its date, the attributed counterparty, and the evidence behind that attribution, and the transfer check history exports to PDF for the case file, so the answer is on file when an inquiry comes.

Disclaimer: This article is prepared by Crystal Intelligence for informational and analytical purposes only.
