There is also a cost component &#8211; delays to that process caused by unforseen system outages have repercussions beyond regulatory obligations. In a competitive environment, poor experience with deposits and withdrawals can be the difference between a retail client staying or going. Worse, it can mean losses in exchange.<\/p><p data-renderer-start-pos=\"754\" data-local-id=\"b3196ea7-00ed-3ae0-9d01-68557da179da\">For a head of compliance or a money laundering reporting officer (MLRO), continuity comes down to knowing who screens transfers if the main provider cannot, and being able to show a supervisor that this was planned in advance. Whether the provider is unavailable for an hour, a day, or longer, three things keep moving.<\/div><p data-renderer-start-pos=\"2201\" data-local-id=\"cf52a1d4-f4e2-34bb-b7ec-2fc42153ed21\"><strong data-renderer-mark=\"true\">Transaction flows.<\/strong> Deposits arrive and customers ask for withdrawals. Each one needs a decision: hold it, release it, or check it some other way. A firm without a written fallback ends up making that call case by case, under pressure, with no record of why.<\/p><p data-renderer-start-pos=\"2460\" data-local-id=\"83445b68-d39e-3e84-bd8c-c937e12e8c14\"><strong data-renderer-mark=\"true\">Alerts.<\/strong> A quiet alert queue during an outage means nothing was checked. Risk keeps arriving: a deposit from a sanctioned address, or funds that moved cross-chain to reach you, still has to be caught. When service returns, everything that moved in the gap needs screening again.<\/p><p data-renderer-start-pos=\"2739\" data-local-id=\"2ba587e9-6659-3f9c-9116-7ee54f4d4dba\"><strong data-renderer-mark=\"true\">The audit trail.<\/strong> Supervisors and auditors look at what the firm did, including what it did while its tools were down. A screening and monitoring provider delivered as a service is likely to count as one of the <span data-highlighted=\"true\" data-vc=\"highlighted-text\">ICT<\/span> third-party service providers that DORA asks firms to manage.<\/div><p data-renderer-start-pos=\"3591\" data-local-id=\"a98b3a21-ea93-3b03-8dc6-f8bd2dde7952\">Two DORA requirements bear directly on a backup plan:<\/p><ul class=\"ak-ul\" data-local-id=\"b4827abb-f15c-374d-a022-9ac1f8cc9a6d\" data-indent-level=\"1\"><li><p data-renderer-start-pos=\"3648\" data-local-id=\"e99c72aa-9ef7-30e6-84de-371e356e8231\">For <span data-highlighted=\"true\" data-vc=\"highlighted-text\">ICT<\/span> services supporting critical or important functions, financial entities must put in place exit strategies (Article 28(8)). Whether screening counts as a critical or important function is the firm&#8217;s own assessment, and that assessment should be written down.<\/p><\/li><li><p data-renderer-start-pos=\"3917\" data-local-id=\"3d02d968-5cde-33a3-a807-79281802a93f\">Contracts with <span data-highlighted=\"true\" data-vc=\"highlighted-text\">ICT<\/span> third-party service providers must state where services are provided and where data is processed and stored (Article 30(2)(b)).<\/p><\/li><\/ul><p data-renderer-start-pos=\"4067\" data-local-id=\"dd4cb245-9c1d-3809-b8de-8162f4e711d9\">In the UK, the FCA&#8217;s operational resilience rules ask the firms in their scope to identify their important business services, set a tolerance for how much disruption each can bear, and show they can stay within it.
